Gizemli bir iş adamı olan Mr. Finch, ileride işlenecek suçları önceden önlemeyi hedefleyen bir bilgisayar programı geliştirir. İlginç bir karaktere sahip bu milyoner işadamı elindeki programı hayata geçirebilmek için resmi kayıtlarda ölü olarak geçen Reese adlı eski bir CIA ajanıyla anlaşır. Kendi kaynakları ve teknolojisiyle Reese'in yetenekleri ve sezgilerini birleştiren Mr. Finch'in amacı gelecekte işlenecek olan suçları henüz suçlular eyleme geçmeden önlemektir.
